Dr Jean Claude Byungura is a Lecturer and a Program Lead for eLearning and Education Support at MasterCard Foundation Scholars program at the University of Rwanda. He holds a PhD degree in computer and systems sciences with specialization in E-learning Systems and Technology-Enhanced Learning from Stockholm University, Sweden. Dr Byungura's doctoral research focuses on the IT-organizational alignment and improvement of IT integration for higher education institutional performance. He also holds an MSc Degree in Informatics, with Specialization in IT, Management and Innovation from Jönköping University, Sweden. His publications emphasize on building ICT capacities ranging from Institutional Structure (Policies, Strategies, Governance, Leadership), Infrastructure (Hardware, Software, Internet and Network access to IT tools) and digital Human capacity development (building digital skills for high-tech adoption in service delivery). Dr. Byungura is also currently undertaking his PostDoc Research in E-learning for Digital Health at Stockholm University, Sweden. Since his PhD graduation, Dr. Byungura has been serving in various capacities and task forces related to digitization of education, health and business service innovation through co-creation process. Before joining academia, Dr Jean Claude Byungura has been serving in various public institutions in Rwanda in the area of ICT, Education and E-government. Likewise, Dr Jean Claude Byungura has been involved in several international projects related to ICT in education, Information Technology, Information Systems Analysis, E-government and Service Digitalization. Since he joined academia in 2009, Dr Jean Claude has been involved in several consultancy services like in UNESCO-IICBA and he has been consulting in the field of informatics, Educational Technology, ICT in Education, ICT Policy development, IS User-Centered Design, Hybrid Education and Distance Learning programs among others.
