Vincent Nyirigira

Nyirigira Vincent is an ICT Innovation & Technology Partnership Engineer in the Department of ICT in Education of Rwanda Education Board, where he has been instrumental in the last 6 years. His recent activities include developing content strategy for the ICT in Education Department, Identify regional, and international materials that can be adapted and localized for distribution, work with other organizations to develop a process through which high-quality instructional materials produced outside Rwanda can be made available to the education system of Rwanda, track and monitor all stakeholders involved in ICT in Education to ensure alignment with Rwanda Education Board vision and education sector priorities for ICT in Education, build relationships with Ministry of ICT & Innovation and other stakeholders to improve ICT in Education and ensure utilization of newest innovations, and provide guidance and advice to staff on policy issues related to ICT.

Vincent has successfully implemented a Learning Management System (LMS) to facilitate and enhance Blended learning Methodology, developing and sharing of course materials, and developing and piloting electronic-based assessments in line with the Rwandan Competence Based Curriculum. Most recently, assigned as a focal point, he worked with UNESCO Regional Office for Eastern Africa to pilot e-assessment project in primary and secondary education in Rwanda, which focuses on subject matter competencies and skills, the project was conducted as part of the “ICT Transforming Education in Africa” project, developed within the framework of the UNESCO-Korean Funds-in-Trust (KFIT).

Vincent is a graduate of the University of Greenwich (UK) earning a BSc. BIT in Business Information Technology. He holds the Microsoft Innovative Educator Expert (MIEE) and Microsoft Certified Educator (MCE) certification from Microsoft and is a member of UNESCO ICT CFT Harnessing Open Educational Resources (OER) Champion. He lives in Kigali, Rwanda interested in AI/Machine Learning/Deep Learning, Adaptive Learning/Personalized/Data, and Assessment Tools and Testing.
